Answer: 
Complete bikes are given a PDI (Pre-Dispatch Inspection) to ensure their brakes and gears are setup and working, and that everything is in good working condition. You will only need to tighten/ adjust the handlebars, seatpost/ saddle height, and fit pedals. 10-15 minutes should have you out on the road.
