Rated 5 out of 5 by Brilliant Bought these to replace some seriously aging Weinmann 605 levers that didn't have hoods left. It was actually cheaper to buy a seperate left and right lever than a pair. Arrived very quickly and put to use with no complaints, rather than risk the rattle some peope experience I just removed the grey inserts. The only reason I can see for the inserts is to stop the aluminium of the lever compressing during a hard fall or knock and function perfectly well without them. Slightly heavier than my bare and drilled Weinmann but these have hoods. 20 September 2012
Rated 4 out of 5 by Good lever for the price The rattle can be fixed by removing the hard plastic piece on the front of the lever and placing a wedge of stiff foam into the space and then replacing the plastic piece. The wedge needs to extend down into the internal part of the brake so that it cannot move out of position. Does not seem to affect the operation at all. Can't say how long this will last, but only takes a few seconds to do. 11 February 2012
Rated 3 out of 5 by OK OK for the price but have a e really annoying rattle to them even on a fairly even road having said that they have the performance you would associate with a quality Shimano product. 24 December 2011
Rated 4 out of 5 by Very good! It has been said here that those levers are cheaply made. I understand that feeling in a way, as apparent plastic and a slight rattle may put off some bike aesthetes. Nonetheless, I don't condone it. The levers have absolutely no flex, so they transmit braking power with absolute efficency, they sit well on any of the bars that I have owned and still feel as new, cosmetically and functionnally, after years of abuse. Actually, I consider now that this "cheaply-made" impression is only in the eye of the viewer. What's more, these levers fit so eerily perfectly in my hand that I still cannot convince myself that I'd be happier with brifters. I keep buying these levers and bar-end shifters for my new builds, because even if they may look cheap, they are what I consider one of the most reliable components on my bikes. 25 September 2010
Rated 3 out of 5 by OK ish They're ok for the price but they rattle if the road is a little bumpy. Cheap levers cheaply made; you get what you pay for. 21 June 2008

Answer:
Yes; these single levers are supplied with an inner cable, but outer cable would need to be purchased separately. The pair is supplied with both inner and outer cables.

Yes, these R400/ ST4500 brake levers should be fine to use with the R451 caliper brakes.
