Hi.

Unfortunately, CRC don't have any stems for sale which will fit a fork with a steerer diameter of
1.25 inches.

Your best bet would be to search Google for a Ritchey WCS 4-AXIS 44 - 1.25" stem, which is designed of course to fit steerer tubes with a diameter of 1.25".

Answer: 
The length of a stem is measured from the centre of the steering clamp to the centre of the handlebar clamp. This is what is referred to as Stem Length. For example 80mm, 90mm, 100mm etc. Have a look at the diagram in the image below.
