The Topeak Explorer 29er rack in stock currently is a disc brake model. You can use this rack with peace of mind it will clear the disc calliper.

Answer: 
The 2013 Lynskey Pro 29 frame does not have pannier mounts and it would not be advised to attempt to drill the frame; it would void the warranty and be a shame to ruin an excellently machined frame.

The advised option would be to consider a seat tube mounted rack; which are effective, however have a lower max weight (approx 9kg).
